Position Title:Senior Officer (Program Support)
Position Type:Regular Employment -full Time

PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade.  Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.

GENERAL POSITION SUMMARY:
Mercy Corps has implemented private sector development programs in Palestinian Occupied Territories since 2006. Mercy Corps’ Economic Development program, an integral part of the overall Palestinian Community Assistance Program (PCAP) funded by USAID, aims to contribute to the expansion and development of the knowledge-based economy in Palestine. The program is implemented in the Gaza Strip through and in cooperation with local partners that have relevant experience in economic and private sector development.

The Senior Officer for Program Support will bring a mature, well-rounded background to the operations of a complex program.  This is not a technical activity position, but a program support role requiring expertise in process, quality assurance, and information management.  Reporting to the Director for Economic Development, the successful candidate will manage and co-ordinate internal processes for an economic development program team of ten.

ESSENTIAL JOB FUNCTIONS:

1-Process management: Manage and monitor the following systems within the Economic Development Program (ED):
-Archiving of paper and electronic documents
-Financial commitments and timely disbursement
-Maintenance of a full set of activity and information management tools.

2-Inter-Departmental Liaison:  Co-ordinate detailed information from 10 Program Staff, and liaise with the following departments to ensure the timely flow of all information required for Mercy Corps’ smooth operations:
-Financial forecasting
-DME reporting
-Communications (including bi-weekly and quarterly reports, success stories and photos)
-Procurement (including contracting, purchasing and evaluation of bids)
-HR
-Logistics


3-Quality Assurance:  With the Director of Economic Development, review, improve and assure internal processes for the ongoing learning and success of economic development activities and team.  This may include the development of new management tools, preparing professional development for team members, and other work which raises and maintains the best possible standards for program operations.
4-Team Development:  Participate fully in ED’s professional development, discussions, planning and other events; to contribute to the program’s success.
5-Other:  Undertake other relevant tasks as requested.  Occasional work beyond office hours may be required, without additional compensation.


SUPERVISORY RESPONSIBILITY:   None

ACCOUNTABILITY
REPORTS DIRECTLY To:  Director, Economic Development
WORKS DIRECTLY WITH: Economic Development Program Team; liaison with Mercy Corps Departments:  Finance, Operations, Logistics, Communications, DME, Human Resources, And Procurement.

KNOWLEDGE AND EXPERIENCE:
1-University degree in management or administration, or equivalent technical experience.
2-3 – 4 years of progressive responsibility in a related capacity:  financial management, administration, systems or process management, etc.  Experience may be in the private or NGO sector.
3-Demonstrated experience of planning, information management, or similar organizational knowledge.
4-Experience in a large organization, some knowledge of USAID requirements, and basic knowledge of economic development would be beneficial.
5-In work and in references, an outstanding ability to organize and follow through complex processes, balance competing demands, and manage time effectively.
6-Strong computer skills, including the conceptual skills for analysis.  Sharepoint knowledge would be an advantage.
7-Very good Arabic and English, written and spoken.
