PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade.  Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.

GENERAL POSITION SUMMARY:
Mercy Corps has implemented private sector development programs in Palestinian Occupied Territories since 2006. Mercy Corps’ Economic Development program, an integral part of the overall Palestinian Community Assistance Program (PCAP) funded by USAID, aims to contribute to the expansion and development of the knowledge-based economy in Palestine. The program is implemented in the Gaza Strip through and in cooperation with local partners that have relevant experience in economic and private sector development.

The Senior Officer for Program Support will bring a mature, well-rounded background to the operations of a complex program.  This is not a technical activity position, but a program support role requiring expertise in process, quality assurance, and information management.  Reporting to the Director for Economic Development, the successful candidate will manage and co-ordinate internal processes for an economic development program team of ten.

ESSENTIAL JOB FUNCTIONS:

1-Process management: Manage and monitor the following systems within the Economic Development Program (ED):
-Archiving of paper and electronic documents
-Financial commitments and timely disbursement
-Maintenance of a full set of activity and information management tools.

2-Inter-Departmental Liaison:  Co-ordinate detailed information from 10 Program Staff, and liaise with the following departments to ensure the timely flow of all information required for Mercy Corps’ smooth operations:
-Financial forecasting
-DME reporting
-Communications (including bi-weekly and quarterly reports, success stories and photos)
-Procurement (including contracting, purchasing and evaluation of bids)
-HR
-Logistics


3-Quality Assurance:  With the Director of Economic Development, review, improve and assure internal processes for the ongoing learning and success of economic development activities and team.  This may include the development of new management tools, preparing professional development for team members, and other work which raises and maintains the best possible standards for program operations.
4-Team Development:  Participate fully in ED’s professional development, discussions, planning and other events; to contribute to the program’s success.
5-Other:  Undertake other relevant tasks as requested.  Occasional work beyond office hours may be required, without additional compensation.


SUPERVISORY RESPONSIBILITY:   None

ACCOUNTABILITY
REPORTS DIRECTLY To:  Director, Economic Development
WORKS DIRECTLY WITH: Economic Development Program Team; liaison with Mercy Corps Departments:  Finance, Operations, Logistics, Communications, DME, Human Resources, And Procurement.

KNOWLEDGE AND EXPERIENCE:
1-University degree in management or administration, or equivalent technical experience.
2-3 – 4 years of progressive responsibility in a related capacity:  financial management, administration, systems or process management, etc.  Experience may be in the private or NGO sector.
3-Demonstrated experience of planning, information management, or similar organizational knowledge.
4-Experience in a large organization, some knowledge of USAID requirements, and basic knowledge of economic development would be beneficial.
5-In work and in references, an outstanding ability to organize and follow through complex processes, balance competing demands, and manage time effectively.
6-Strong computer skills, including the conceptual skills for analysis.  Sharepoint knowledge would be an advantage.
7-Very good Arabic and English, written and spoken.

MAIN RESPONSIBILITIES
In accordance with established Agency policy and procedures, the ideal candidate:
• Provides technical supervision, ensures contractors' adherence to drawings, specifications and materials,
and exercises quality control.
• Maintains a measurement book.
• Arranges for testing of materials.
• Takes steps to ensure contractors' adherence to the set time schedule.
• Keeps a diary, recording day to day progress of construction.
• Prepares interim payments and final payment due to the contractor.
• Reports any discrepancies between contract documents and the work carried out by the contractor.
• Performing such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
• A university degree recognized by UNRWA with the major specialization in Civil or Structural
Engineering.
• Possession of a valid driving license.
• Three years working experience of which two years should have been spent in maintenance/or
construction and technical administration.
• Fluency in English and Arabic is essential
CONDITIONS OF SERVICE
• Basic Salary: Monthly basic salary varies from $1,165.40 to $2,272.80 based on the qualifications and
experience of the selected candidate; plus a currency adjustment factor (present rate 12.4%).
• Contract Duration: six months. Extension is subject to continued need, availability of funds and
satisfactory service.
• Leave: 30 days annual leave.
• A regular staff member can apply to this LDC post but will not be allowed to assume such post through
secondment as he/she needs to leave his/her current post to accept LDC appointment.
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and
progressive work experience may also be considered.

Main Duties And Responsibilities
• Responsible for successful planning, coordination and implementation of project component activities
• Responsible to ensure that undertaken activities are implemented in accordance with GVC and donor standard rules (ECHO)
• Responsible of monitoring and evaluation to ensure that project component objectives and
outputs are achieved (quality control, monitoring objectives, outputs and indicators)
• Supporting the PM in the financial planning of the activity
• Supervision of project local staff
• Act as the immediate and direct supervisor of all staff members under her/his direct responsibility – taking necessary actions to ensure security, safety, agreeable working conditions, discipline, etc.
• Responsible for ensuring frequent contacts and coordination with local authorities, and national and international NGOs relevant to the project component.
• Responsible for coordination with all actors involved in the implementation of the project component activities – ensuring that there is proper and efficient coordination with local partners and authorities, national and international NGOs.
• Ensure that contacts with beneficiaries, target groups and representatives of authorities are conducted in a sensitive and respectful manner and in accordance with Humanitarian Accountability Partnership principles.
• Reporting and information sharing
• Responsible for timely and regular documentation and reporting – including performance/progress
assessments against pre-defined project objectives, outputs, activities and indicators
• Contribute to the identification and development of new project proposals for funding
• Supporting the GVC coordination office in the overall logistics aspects
• Reports and coordinates directly with GVC ECHO Program Manager .

Qualifications
• At least 5 years work experience with at least 2 years experience in similar positions
• Proven experience in staff management
• Knowledge in project monitoring and implementation
• Experience in procurement and administrative procedures
• Relevant background in education promotion is considered an asset

Personal And Inter-Personal Skills
• Highly organised and able to work respecting deadlines
• Fluency in written and spoken Arabic and English
• Strong sense of responsibility
